We are looking for a Compensation and Benefits administrator to co-ordinate and carry out onboarding and offboarding activities, benefits administration, and other human resources operational activities in an organised and timely manner, in support of and under the supervision of a Compensation and Benefits Officer. The selected candidate will report to the Head of Human Resources and Organisation.

The European Stability Mechanism (“ESM”) is the permanent crisis resolution mechanism for euro area countries. It provides financial assistance to Members facing financing difficulties. European leaders have agreed to an expanded mandate for the ESM, which it will implement in the years ahead. The ESM will have a stronger role in the analysis of financial stability risks and design of policy measures in programmes, jointly with the European Commission; it will provide the Single Resolution Board with a financial backstop to support effective and orderly resolution of banks. In the context of the current Covid-19 crisis, the ESM has established a precautionary credit line as one important element in the joint European response to the pandemic.

HR Administration

  • Act as first point of contact for end-users for information on policies, practices, and procedures (e.g., on occupational time, absences, etc.) and use of the Human Resources (HR) information system.
  • Manage the administrative tasks in relation to the onboarding/offboarding of staff and trainees, internal moves, leaves of absence and secondments, and coordinate with HR colleagues and other relevant stakeholders (such as relocation services provider) to ensure compliance with ESM internal rules, error-free payroll, and timely internal communications.
  • Manage the approval and signature processes (employment and tax certificates, renewal, change of job title, transfer, promotion, reorganisation, internal and external mobility) of contractual documents.
  • Ensure proper absence management, i.e., requirements for annual leave, involuntary absences and special leaves;
  • Monitor work incapacities and return to the office after a prolonged absence; liaise with the medical advisor and/or the provider, as appropriate, in coordination with the Compensation and Benefits Officer.
  • Ensure that the intranet is up-to-date and propose improvements.
  • Develop, review, and update communication materials and online FAQ.
  •  Escalate more complex issues to more senior staff as appropriate.


Compliance and audit:

    • Maintain employee files and archives, both paper and electronic (including the HR information system) in line with ESM internal rules.
    • Keep information confidential to ensure employee confidence and protect HR operations.
    • Ensure compliance of processes and procedures with ESM internal rules.
    • Support all internal and external audits.
    • Update the Internal Control Frameworks related to onboarding/offboarding, as well as the operating procedures in relation to HR administration.


Other activities

  • Organise events under the preventive medical programme (such as Health and Well-Being Fair or flu vaccination campaign) and information sessions for staff on employment, compensation and benefits matters.
  • Seek continuously to streamline and improve the compensation and benefits processes.
  • Interact with the human resources division, other divisions as needed, and all ESM personnel requiring support.
  • Participate in functional and cross-functional initiatives and projects.



  • Relevant qualifications and minimum two years of experience in an administrative role in HR administration, payroll, and/or accounting.
  • Relevant experience working in an international organisation is an advantage.
  • Good understanding of internal controls.
  • Mastery of MS Office Software Applications (particularly Outlook and Excel)
  • Knowledge of an information system such as Oracle or another HRIS/ERP is an advantage.
  • Excellent drafting and oral communication skills in English. Any additional languages are an asset.

Contract duration: Two-year fixed-term contract, with possibility of extension
