We are looking for a Head of Communications to manage the division and the ESM’s external and internal communication strategy, planning, and policy. For the ESM, communication is a strategic policy function. The selected candidate will report to the Managing Director.


The European Stability Mechanism (“ESM”) is the permanent crisis resolution mechanism for euro area countries. In the context of the current Covid-19 crisis, the ESM has established a precautionary credit line as one important element in the joint European response to the pandemic. During the euro crisis, it has launched six financial assistance programmes in five countries, provided financial support, monitored repayment capacity, and engaged with partner institutions for programme design in areas of finance. In parallel to its activities as a policy institution the ESM is also one of the biggest issuers of euro-denominated debt with a large global investor base. The ESM has recently received an expanded mandate from European leaders, which it will implement in the months and years ahead. The ESM will act as the backstop to the Single Resolution Fund and have a stronger role in financial stability risk analysis and the design of policy measures in programmes jointly with the European Commission.


The ESM is a unique place to work with around 200 individuals from around the world committed to making a difference to the future of the euro area. It recruits talented professionals of any nationality from both the private and public sector.

 

KEY ACCOUNTABILITIES

  • Act as the ESM’s Chief Spokesperson towards media, peers in European and national institutions, and the wider public; interact with external media, in coordination with the Deputy Chief Spokesperson and Financial Spokesperson.
  • Advise the Managing Director and senior staff in all their public activities and internal communication
  • Coordinate all the ESM’s public activities to make sure these activities are used strategically and coherently
  • Safeguard the ESM’s reputation, together with the Managing Director
  • Maintain and enhance existing relationships with media contacts, especially in Brussels, but also in the national capitals of the ESM’s Member States and in financial centres in Europe (London, Frankfurt, etc.) and around the world
  • Build strong relationships within the organisation with the stakeholders responsible for the ESM’s key activities
  • Define and implement the ESM’s external and internal communication strategy and objectives and contribute to further developing them regularly with innovative ideas, reflecting a dynamically changing media environment
    • Participate in internal preparation and business sessions with full and comprehensive access to all relevant internal and external information on the EFSF/ESM
    • Advise on the right messages, media, channels, concepts, audiences, and key linkages for communications
    • Align communication with overall organisational strategy
  • Develop strategic communications objectives and priorities (external and internal) through optimal sequencing of activities, allocation of resources, and coordination of communication activities:
    • Sequence events and activities
    • Ensure process to develop and review progress against strategic milestones
    • Develop an annual communications plan with strategic objectives (external and internal)
    • Provide a single point of contact for coordination of communication across groups
  • Develop and establish the processes and decision guidelines for the effective management of the organisation’s communications:
    • Set communications policies and procedures including standard processes, decision making, formats, templates, and terminology
    • Define roles and responsibilities
  • Manage and monitor agreements and relationships with external providers of communications consulting and services (internal and external communication)
  • Develop general announcements and press releases
  • Plan for and conduct communications in response to crises
  • Together with the Deputy Head of Division, ensure team management and development in an inclusive manner and in line with ESM values and behaviours, to maintain and strengthen a high level of professionalism within the team
  • Manage the team to ensure a high level of motivation and the appropriate balance of competencies and resource allocation in order to achieve the strategic objectives of the division;
  • Ensure the recruitment and retention of staff, optimise individual and collective performance, actively manage issues in the workplace;
  • Be flexible to travel regularly

 

KEY BACKGROUND & EXPERIENCE

  • University degree, preferably in economics, finance, social sciences and/or a degree or a professional qualification in journalism or communication
  • At least 15 years of relevant professional experience, ideally in journalism, institutional communication, institutional affairs and/or policy making
  • At least 5 years of professional experience in a people management role with a strong potential to lead including motivating, inspiring, and developing diverse and multicultural teams.
  • Very good understanding of the financial sector, macroeconomics, politics and European institutions
  • Very good knowledge of political and economic debates  relevant to the ESM in euro area countries, in the EU, and on a global level
  • Excellent knowledge of the European press with a strong network of personal contacts, particularly in Brussels, and key communication actors in the EU institutions and key opinion makers across the EU
  • Interest in evolving communication and media trends and ability to put them to work for the ESM’s communication
  • Proficient written and spoken English, the ESM’s only working language
  • Proficient written and spoken knowledge of other EU languages

Contract duration: 5-year fixed-term contract, with possibility of extension.
