 We are seeking candidates to cover for a maternity and parental leave in the Commercial Legal & Procurement (“CLP”) division. The primary role of the Procurement Officer will be the effective management of procurement procedures and the support of the ESM’s procure-to-pay system (Oracle). The selected person will report to the CLP Team Lead. The CLP team forms part of the Legal and Procurement division led by the Head of Legal and Procurement.


The ESM procures supplies, services, and works in support of its operational objectives. As an international organisation, which carries out procurement on its own behalf and for its own account, the ESM conducts procurement in accordance with the ESM Procurement Policy and is committed to respecting the general principles of transparency, proportionality, equal treatment, and non-discrimination. The European Stability Mechanism (“ESM”) is the permanent crisis resolution mechanism for euro area countries. In the context of the current Covid-19 crisis the ESM has established a precautionary credit line as one important element in the joint European response to the pandemic. During the euro crisis it has launched five financial assistance programmes, provided financial support, monitored repayment capacity, and engaged with partner institutions for programme design in areas of financial interest. In parallel to its activities as a policy institution the ESM is also one of the big issuers of euro-denominated debt with a large global investor base. The ESM has recently received an expanded mandate from European leaders, which it will implement in the months and years ahead. The ESM will act as the backstop to the Single Resolution Fund (SRF) and have a stronger role in financial stability risk analysis and the design of policy measures in programmes jointly with the European Commission.


The ESM is a unique place to work with around 200 individuals committed to making a difference to the future of the euro area. It recruits talented professionals from every nationality from both the private and public sector.




  • Manage procurement procedures for the acquisition of goods, services, and works according to the ESM Procurement Policy
  • Support the ESM’s procure-to-pay system (Oracle), for example by helping business users with issues regarding purchase requisitions/orders, reviewing and approving change orders
  • Prepare and publish procurement documents (contract Notice, PQD, RFP, etc.)
  • Communicate with candidates and internal stakeholders throughout the procurement procedure
  • Organise, coordinate, and support evaluation committees
  • Notify (un)successful candidates and provide debriefings to unsuccessful candidates
  • Conduct commercial negotiations with service providers
  • Support business units with the drafting of technical specifications and pricing terms
  • Apply the ESM Procurement Policy and other relevant ESM policies
  • Monitor contracts and initiate necessary steps for contract renewals, extensions, or new procurement procedures
  • Act as back-up for the ESM’s Contract and Supplier Manager, in particular regarding the signing and filing of commercial contracts



  • Relevant university degree
  • At least 5 years of relevant work experience in the area of procurement
  • Strong knowledge and understanding of procurement matters, in particular in the fields of IT, facility management, HR, and consultancy services
  • Excellent track record in the preparation of procurement documents (Contract Notice, PQD, RFP etc.), running procurement procedures and commercial negotiations
  • Very good understanding of the institutional and political framework in which the ESM operates
  • Fluency in English, both oral and written, including the ability to draft clear and concise pricing terms and technical specifications



  • Ability to explain complex procurement matters clearly and concisely to non-experts
  • Ability to work with limited supervision and to complete assignments and projects largely independently based on the guidance and specifications received
  • Strong analytical and problem-solving skills, including the ability to consider future implications beyond the immediate problem
  • Ability to set priorities and meet deadlines
  • Efficient team player with a proactive, ‘can do’ attitude


Contract duration: 6 months, from July 2021
